Construction Products Regulation (EU) 2024/3110.
Regulation (EU) 2024/3110 (Construction Products Regulation – CPR) establishes the conditions for placing construction products on the European market. Unlike other CE directives, the CPR does not focus solely on compliance with general safety requirements, but on the declaration of product performance in relation to the essential characteristics defined by harmonized EN standards. What the CPR regulates and to whom it applies
The CPR applies to all products manufactured to be permanently incorporated into construction works (buildings and civil engineering works). Typical examples include: cement, bricks, structural steel, doors and windows, insulation materials, waterproofing products, piping systems, fire protection equipment, and much more. The regulation applies to manufacturers, importers, distributors, and authorized representatives who place these products on the EU market.
Declaration of Performance and Conformity (DoPC) and CE marking
The CPR introduces the Declaration of Performance and Conformity (DoPC – Declaration of Performance and Conformity) as the central document of the process. Unlike the CE Declaration of Conformity used in other directives, the DoPC does not declare that the product “is compliant” but describes the product’s performance in relation to its essential characteristics. CE marking on construction products indicates that a DoPC has been drawn up and that the product is covered by a harmonized EN standard.
